June 14, 2011 The California Charter Schools Association continues to work intensively with members to solve special education challenges. CCSA has identified several short and long-term goals, including

  • Increasing the overall number of special education students served in charter schools across the state
  • Increasing the total number of charter schools becoming Local Education Agencies (LEAs) for purposes of special education.

CCSA offers a number of Special Education Resources for Members, and provides periodic updates on important deadlines and trainings.

Important Special Education Deadline

Charter schools seeking increased independence and flexibility for special education should consider seeking status as a local educational agency (LEA) for special education by securing membership in a special education local plan area (SELPA). If your school is interested in exploring LEA status for special education for the 2012-2013 school year, you must submit a letter notifying your existing District and SELPA of your intent to exit the SELPA by June 30, 2011.

"Special Education 101: Understanding your Rights, Responsibilities and Options when Serving Students with Special Needs"
June 16, 10:00 a.m. to 12:00 p.m.
The number of children with identified as having special needs continues to grow, and students and parents are increasingly turning to charter schools for quality special education options. For this reason, charter school operators and educators need to be familiar with federal and state policies affecting these children in the education setting, as well as the options and resources available for providing quality and compliant services to students with special needs. This workshop begins with an introduction to the legal framework for special education, including the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act. It will then explore key concepts in special education in charter schools, including:

  • Charter School Options for Special Education
  • Child Find: Identification, Assessment and Eligibility for Special Education
  • Free Appropriate Public Education: FAPE, LRE and the IEP process
  • Dispute Resolution
  • Developing a Sound Special Education Plan for the Charter Petition
